An oil price run-up will definitely reduce consumption and that would stretch out supply.

The hesitation about taxes for transit is "waste". If you can't keep the compensation packages within reason you'll still be asking for more tax increases, fare hikes and service cuts down the road. Regrettably it may take a few strikes to establish what constitutes a fair and affordable wage for both operators and riders.
