If the CW/P&L is indeed going to be an interline carrier, then I don't see how the paper barriers can be maintained. This is one of the reasons (lack of paper barriers) that the Class 1s almost never spin off shortlines as interline. Never rule out the will of a Class 1 in running a line out of business, however.
Two questions though: Didn't Watco run an excursion/dinner train thing when the PCC/BLMR started up? And, why wouldn't a customer in Colfax be open to the UP? It seems like most of Colfax was UP trackage.
