I believe they are focusing on strictly shifting the route from Pacheco to Altamont. That could be done without closing out either 99 or I-5.
I-5 could be significantly cheaper. Apparently Richard Tolmach is proposing a line parallel to I-5, but I wonder if a median alignment is not possible without doing much to the overpasses. That could really save some money, enough to pay for the Tejon tunnels.
