The Eastbound crew also previously claimed they had a favorable signal indication allowing them to proceed. Take all official reports with a grain of salt, and understand that technology is NOT 100% effective all of the time. Who here has never had a failure attributed to the root-cause failure of driving software or other appurtances? Read: dead battery, mothercard overheating, lamp failure, logics confliction, tampering, cooling fan failure, software confliction, hardware failure, ground fault, power failure, EMF interference, RFI interference, technician overlook, HFI, etc., etc.
Who's to say the NTSB is REALLY neutral and impartial? It's a Federal government body who's budget is at the whim of the current political body.
Off the record, ask around and you'll sure to find common kowledge of signal 'hiccups' at West Planada and the team track switch circuit at the east Tuttle switch. The Stockton Sub DS also repeatedly asks the 318 local about their actual location between WBCS E. Fluhr and WBCS E.Merced. Why is that? Some say there is a 'glitch' that doesn't show the local on the CAD even after manual Main track authority entry into the CTC machine by the DS.
