I think the purpose in question was to not have to haul P&L grain all the way to Marshall to get it headed west again. (would shorten the distance and eliminate some grades). The existing RofW would require no grading and just the replacement of the handful of bridges that have been removed, still likely to cost $1.5 million per mile though. The state controls a good deal of the RofW except around Rock Lake, (state bought some back several years ago) but the state doesn't brag about it much so it sees little use or upkeep. There has been talk in the last couple of years about building homes around Rock Lake and the developer was, last time I heard, doing enviromental reviews. Don't think the shippers would support the line enough to justify the reconstruction, they are too sold on going to the river. In anticipation of the current river shutdown, most all of the P&L shippers went the extra mile to get the grain trucked to the river. Business on the CW Branch, on the other hand, has been excellent averaging at least on Co-Load train per week and a scoot train every couple of weeks to boot. Never figured they could keep 12,000 ton trains pulled by 6-axle power on that 85-90 pound rail, but so far it seems to be working.
