There is a WA DOT project in conjunction with the Columbia Basin Railroad to build a bypass to a portion of the existing trackage in Moses Lake, and provide improved/additional rail access to the Grant County International Airport Industrial Area.

Several different routings were possible, and one of the options studied did connect to BNSF at Quincy. But that was just a study, and the most likely option to actually happen is just a reroute around downtown Moses Lake, plus an extention to the insustrial area at the airport. Note that the option to Quincy is the longest route, and in addition, it is not a rebuild along an old ROW, so it would be quite expensive.
