UP Trackage Rights on CFNR: Tracy to Lyoth

Understand that UP is getting about two miles of trackage rights over the CFNR West Side Sub between Lyoth (crossing with ex-WP mainline, now used by UP and ACE) and Tracy. Any reason for this? What is to become of the Tracy Sub between the east end of Tracy Yard and Lathrop?
