Or . . . depending on how many transfer tracks they want to build in some quadrants, they might be gunning to abandon the Tracy Industrial Lead between Tracy and Lathrop. Among other things, that would allow them to abandon the ex-SP lift bridge near Mossdale Landing Community Park. They'd have to build a transfer track in the NE quadrant at Lyoth so (for example) trains coming down from Tracy on the CFNR could head eastbound on the ex-WP. At Hicks, they'd have to build a new transfer track in the SW quadrant to allow, for example, a Tracy-to-Fresno train to transfer from the ex-WP to the ex-SP. That would eliminate the runaround move you mentioned.
Sounds like more "plant rationalization" which translates into congestion bottlenecks where they didn't exist previously.
