It's either a way to skip the Tracy Sub, or just the opposite. It could provide a relatively easy way for freights to/from Oakland to use Altamont->Tracy Sub->Fresno Sub (southbound) without reactivating the Mococo when the projected Martinez Sub Benecia lift bridge work starts. There is currently no way for trains to switch from the Oakland Sub to the southbound Fresno Sub without making a runaround move.
