For the life of me I can't understand why there are any hitches for NWP operating over "SMART" rails. After all this project has been going on for ten years.NCRA has sought and received funding over all obstacles. I spoke numerous times to Cal_Trains personnel in Sacramento when they were withholding funds early in the game.Bottom line is that "Smart"is the direct beneficiary of NCRA's efforts.

I tried calling the now departed "SMART" GM to get her views all to no avail.Because of work schedule I can't get to the day time meetings.This issue seems to have arose within the last few months and it would not surprise me that it is the result of some Novato members actions to delay the start up of NWP> Why else after ten years would there be no finalized operating agreement?
