Dispatching????? For one train a day? I would imagine that ABR or DTC would work just fine, with no need to pay someone else and to program a computer.
Once passenger/commuter trains start running - then a higher degree of dispatching would be justified, but should be local to respond to any potential emergencies.
The "one size fits all" deluxe requirements are justifiable for Class 1 operations, but not for most shortlines.
