Centralized or contract dispatching was starting to get out of hand, so the FRA now has a rule that the dispatching center must be in the United States. I assume this was a pre-emptive strike, so we wouldn't be trying to copy a warrant from someone one another continent.
To my knowledge, the class of track or resulting speed has nothing to do with dispatching requirements; it is the frequency of trains and MofW activity that dictates the level of dispatching required for safety and efficiency.
