Light rail or electrification would not make any sense so long as freight is around. That's why it is important to get the NWP up and running to verify if there is enough traffic to justify the freight mode.

I have been watching the gradual decline of the NWP since 1966 so I don't hold out much hope for a sudden change of circumstances. Cannot support using taxpayer funds to subsidize freight, especially in light of the state being broke.
