If all this extensive environmental restoration is so needed, regardless of whether any other project is done, as it seems to be from your description; then why on Earth shouldn't those costs be specifically appropriated by congress, or the state (which ever). And then if any trail or rail project is to be done, then appropriate it separately.
Makes me wonder if maybe the trail proposal wouldn't get past the legislature on its own, except as a rider on the environmental work, which would. Or is the environmental work the 370 million rider on the 30 million trail proposal.
This is the sort of skulduggery that makes most public pork projects stink to high heaven! Each project proposal should stand on its own merits, whether voted up or voted down!
