I thank Hep for the reference to trucks being overweight. Bypassing scales is easy thanks to CB radios and a recent IDOT study found that 40 to 70 percent of all trucks are operating overweight by choice. 40 percent is for general trucking, 70 percent is for Ag related hauling. If you've ever seen the potato or onion trucks running in central Washington that are so heavy they leave noticable grooves in the warm pavement as they pass it pretty well says it all. Also in the the study found that 60% of truckers routinely operate over hours of service, and 38% of trucks on the road have safety violations that would require an out of service sticker (that figure doesn't include burnt out taillights and such that are out of service violations in most states). And speeding, well we all know about that one. Law enforcement is marginal at best, all too often when they do get caught they get off because "they are just a good ol' boy trying to make a living"---a quote I got last week from a commercial vehicle enforcement officer in Iowa. Also, Ross forgot to mention that most class one's have to provide their own police forces that often don't get much support from the mainstream PD when needed.
