The current storage yard for most of them is within public view. But not very good, being some distance from a public roadway and partially obscured by blast berms. The closest point of viewing would be from Willow Pass Rd, between the SR4 freeway and Landana Drive, just inside the city limits. The area has multiple fences to get in the way of any quick and clean photography.

It is also possible (if you ain't the driver), to get a fair aerial view shot from the right lane of eastbound SR4. A passenger can point a camera to the south. The freeway is on very high fill and the north leads of the Navy rail yard go under the freeway about halfway from Port Chicago Hwy to Willow Pass Rd.
