$60 million and more has been spent to prepare the southern end of the rail line for freight. Presently, nobody is deriving any benefit from this investment. Not the businesses, not their employees, not the unemployed, nor the taxpayers of the state of California. Does anyone know what is now causing the delay? Is it the threat of a so-called environmentalist lawsuit? Is it the FRA? Is it Novato? (again).
