Since Novato previously delayed this rail line for a year with a lawsuit, I wonder if this delay is part of a larger scheme on the part of some Novato council members to prevent future freight service on this line. This is pure conjecture, but if they are trying to prevent freight service, what would they do? Would they coordinate with environmental groups and other governmental agencies? Would they be organized enough to have a 'prevention' plan? What steps would they take?

And then, if the NCRA leadership suspected all this, what should they do to encourage resumption of freight service?
