I live in SF and I've followed the arguments on Smart a bit. They're similar to those around making the UP Vasona branch into VTA's Winchester light rail line.

The FRA has a *minimum* weight limit of 120,000 lbs. for passenger vehicles in mixed freight-passenger railroading. This is to give the passengers some protection. Add to that the concern that the Smart service must lure drivers away from US 101, and 40 MPH train operation is probably not fast enough to do that.

I'd guess the expense stems from trying to balance those issues.
