I suggest that a passenger train running at 40 mph for most of the trip, without having to stop for lights, stop signs, slow drivers and congestion, would be very attractive to many riders, and thus help get this project into operation. Upgrades for better speed could come later.
I think it could be a valuable asset at slower speed, without having to spend over $300 million just to get started.
