Many years ago, when there was still a bridge over the creek at Larkspur, my thought was to drop a center ramp out of 101 at the Greenbrae grade separation (connecting to the HOV lanes that were already there), pave the RR line thru San Rafael (both tunnels), then connect back to the HOV lanes (that were built in the mid-80s almost to Ignacio) with a center ramp at the grade sep near the Civic Center. Then run GGT buses thru San Rafael as if they were trains, skipping the daily traffic jam. Of course, after spending a huge amount of money, there are now HOV lanes all the way thru San Rafael -- but in the 1980s it didn't seem like that could ever happen, and the bus-lane-on-RR-line deal might have been cheaper than the HOV lane project. It would also run right by the San Rafael station and transit center making for easy transfers to BART buses (I was looking at an Oakland job at the time ... and wishing for a way to get there without going into SF or driving). The rest of the remaining RR line didn't go where people lived so it didn't make sense to use it for anything but (north of Ignacio) a little freight or maybe a bike lane. So now it's back to being used for a little freight (north of Ignacio), and it's still not where people live. Oh well...
