What about the Shareholders? I believe they're the ones who have rights over the taxpayers. The conditions of the land grants were considered satisfied in full after WW2. Obligations to operate passenger trains in covered under the AMTRAK enabling legislation. If you want a LA to Las Vegas passenger service have your congressperson charter a separate company with eminent domain authority and build it. Good luck though as I don't think you get it passed or find financing if you could. Passenger service is a money loser and you shouldn't expect the UPRR shareholders to subsidize your fantasies.
