Honestly? Yes. I think that Uncle Sugar and his minions are fully capable of finding and funding worthy projects.
However, Uncle Sugar is beholden to a whole slew of political operatives, which means that the more useful/socially profitable projects may/will lose out to those projects that are better "connected" although less useful to society in the long run.

From what I have read, there are any number of companies in New England, and I assume elsewhere, that are benefiting from the green initiatives, whether it involves wind/ocean energy or low energy lighting.
