Do you mean just spend it on many current of the current high priority capacity and safey projects for LOSSAN or the Capitol's?
Do you mean "High Speed" rail investments where significant travel time and operating costs savings can be realized on overcrowded trains, in congested corridors, today?
Would that include identifying key urban corridors for early grade separation and significant double tracking to increase safety, speed, and capacity in critical interurban corridors?
Would that include such obvious things as cutting travel times to San Diego by 45 minutes, with a list of "shovel ready" projects, while providing for hourly departures from LA and SD, with the same crews and equipment?
No, absolutely not, this option should not be considered for ARRA funding, at all, as those would be sensible investments in shovel ready projects that create jobs now!
If we can't do these things, because of the "stupid" ARRA rules, then we should fix the "stupid" ARRA rules, right?
