(1) As I understand it, HSR and Caltrain are each trying to come up with enough money to electrify both systems, but neither has enough by itself. Sort of like two drunks, neither of whom can stand up alone, leaning on each other for support.
(2) I think HSR is being coy about the number of stops. They began with a 130 mph run down the Peninsula, stopping at Millbrae, Redwood City, and one other station, perhaps Palo Alto. The construction issues and local opposition got them to drop the speed to 110 mph, which apparently makes feasible the mixed trackage with Caltrain. But in order to keep their 30-minute schedule between SF and SJ they had to drop stops; they now plan, apparently, to stop only in San Bruno. (Why? Let the passengers play a few rounds at Artichoke Joe's?)
(3) GRRR is right, this looks nothing like a French high speed system, because it is trying to be too many things, i.e., a high-speed system, a multistop system, and a commuter system. Eventually, someone in a position of authority may notice this.
