I read a summary of the propoed rule in a Progressive Railroading newsbrief, saying that the change would make it easier for railroads to change the routes currently used for hazardous material transport (thus potentially reducing the mileage requiring PTC).
The issue that comes to my mind: I understand that reducing PTC mileage will save RR money, but will these proposed changes (or even the original rules), influence railroads to move more haz-mat transport to current passenger routes (where PTC will be required in any case)?
If so, isn't this counter to the "improved safety" goals of PTC?
