A trained monkey can do geologic and structural engineering analysis on a 100+ year old railroad tunnel? Could do legal ownership research and traffic flow and impact mitigaction studies? Could calculate labor and materials budgets and work plans resulting from those analysis numbers?
That's some monkey.
Considering I've spent 14 years working in an industry where my clients demand similar studies and research for their projects (and believe me, those ain't cheap, I'd really like to hire me one of them monkeys), I would completely believe that such a study would cost this much, if it is what the article I read indicates. Heck, as I mentioned on another board, I know a company that spent $250,000 just studying a color.
When you hire specialists to do their jobs right, it is not cheap.
