The costs do seem high. But. If you want some sort of accountability, ie insurance if something fails, a cave in for example, then you have to pay for the professional (licensed structural engineer)to provide the insurance.

Why build new portals? People on foot/bicycles don't need fancy portals, just signs warning them to bring flashlights and to watch out for cave ins.

Why do you need a concrete liner? Pedestrians/bicyclists don't cause so much vibration that would affect the tunnel. Just get a dozer and plow the place out. Lay a little P stone, grade the place and be done with it.

I honestly doubt that a reputable concrete contractor would do any work of this nature without a licensed engineer to back him up. Both in terms of structural integrity, scope of work and pay quantities.

But, the solution is simple, and cheap. Just clean out the tunnel with a dozer, grade as necessary, fill with stone as required (no asphalt).
