I would sit down with BOB2 and talk about this, but he keeps waving his mug of beer around and I'm afraid I'll get splashed.

There are essentially three views: (1) Build it the way the law decrees (CHSRA); (2) Build it, but build it intelligently (Tolmach/CRF); (3) Don't build it at all (Reason Foundation). BOB2 rules out (1) and (2), so that seems to leave (3), but I have a feeling he isn't wild about that either.
