Quite simply, as the GCOR 1.3.2 says, "Contain only information and instructions related to rules or operating practices" or "Replace any rule, special instruction, or regulation that conflicts with the general order."

Although I work for the "other" road, the General Orders issued by Union Pacific can better illustrate this. Here is a portion of the current General Order for the Fresno Subdivsion:

lead" and "PFE lead".

2,000 ft. in advance of signal. Cars or engines must not be left
standing in this 2,000 ft. approach circuit.

The connection switch and signal at CP SP088 have been changed.
Northward trains will observe a Green over Red aspect when lined for
the Fresno Subdivision, and Southward trains will observe a Red over
Green Aspect when taking the diverging route onto the Oakland
Subdivision.

8/15/09 - At MP 82.26, the Coca Cola Switch Main 2 is out
of service lined and spiked for Main 2 movement only.

10/30/09 - Derails installed on North Siding at Modesto.When
cars are occupying, derails must be left in the derailing
position. When all cars are pulled out, leave the derails on
the North and South ends in the NON-derailing position.

11/4/09 - Derails installed on business track at East Modesto
at MP 32.74 and the Tidewater Industrial Lead at MP 32.75.
Derails must be left in the derailing position at all times.

12/15/09 - Obstructed walkway on the Fresno Subdivision
between MP 169.0 and MP 169.28 due to rail laid along side of
track for upcoming 2010 project.

4/6/10 - Between MP 184.5 to MP 185.0 rail on East side of
track causing uneven footing conditions.

8/26/10 - At MP 35.24, Tidewater Industrial Lead, uneven
footing and the automatic crossing device has been disabled.

8/26/10 - At MP 112.71, electric lock into Drill track is out
of service.

8/26/10 - At MP 113.6, switch is out of service.

9/7/10 - Between MP 204.2 to MP 204.3, walkway and handrail on
bridge out of service.

10/5/10 - Madera Industrial Branch, off MP 185, poor footing
conditions left by the contract week cutting crew adjacent all
industry tracks.

1/10/11 - At MP 112.71 the hand throw switch is out of
service.

4/19/11 - Between MP 167 and MP 197 uneven footing hazards
exist in spot locations due to ballast train dumps for
surfacing gang project.

4/26/11 (Revised 7/26/11) - At MP 104.10 hazard due to
walkways and handrails out of service on the East side of
Bridge.

4/29/11 - Between MP 87.0 to MP 88.0 on Track 114 in the
Stockton Yard, footing hazard due to OTM and uneven walkways.

5/16/11 - Between MP 292.12 to MP 292.20 handrail is out of
service on the Main Track

6/8/11 - Between MP 59.0 and MP59.25 footing hazard due to OTM
and bridge work.

6/22/11 - At Control Point SP215 North Goble there is a hazard
due to uneven footing conditions. There is an open trench and
uneven footing as a result of Signal PTC work at the control
point.

% 9/20/11 - At MP 235.27 hazard due to missing hand rail.

% 9/20/11 - At MP 239 footing hazard due to uneven footing -
siding only.

% 9/20/11 - At MP 235.37 hazard due to catwalk on the northwest
side out of service until further notice.
