Car taken out of service = notice, or don't even bother.

A car being out of service is:

Not an instruction on how to operate a train or operate in a specific territory
Not a circular that will be around forever with more stuff added to it
Not a general order because it will not affect the timetable or change a GCOR rule

It's simply a notice that can be hung on the crew room wall.

ROW footing conditions are the same thing, a notice.
