In September 1965, the Baltimore & Ohio turned its Baltimore/Washington-St. Louis flagship train, the "National Limited", into a short Baltimore/Washington-Cincinnati local after moving its St. Louis through cars onto the Chesapeake & Ohio "George Washington".

The resulting mini-train usually ran with a baggage-coach, full coach and one of the "River" series sleeper-lounge-observations; this car served up a limited Pullman food service menu.
