From what I've seen on-line, the Western Redwood Lumber Company did have a railroad. They ceased operation in 1907, and there is an on-line record of an appellate court decision which mentions that they did have a railroad which had washed out.

The NWPRRHS map shows their line running north from Jenner to Russian Gulch.
