I agree with Marty. I have used Canon for a long time and one of the Rebels is a good choice. Nikon is a popular item with railfans as is a good Pentax. Not everyone uses a SLR. If you go to Locophotos.com many of the recent additions have some info about the camera that was used. That site also has recommendation for railfans on camera setting, lighting considerations and other stuff on how to get the best train photos. Its not all about the camera equipment!
So in the price range you noted there are a number of model choices. Keep in mind that more megapixels dont always equate to a better photo. Its the glass (lens) thats most important. Study product and user reviews for the camera you initially consider.
In addition to the basic 55mm lens that usually comes with a camera kit you might think of a 100-200 tele. A 300mm tele is good too but might be restrictive for closer shots if a train is moving from the distance to or from you.
