I had recently looked up "Los Angeles Union Station" on Wikipedia, and the explanation for the construction was that they are initially restoring Tracks 13 through 16 to maintain capacity during the follow-on construction of the run-through ROW for tracks 3 through 6.

The long-planned-and-hoped-for extension out the south end of LAUS would allow services from south of L.A., for example, Pacific Surfliners to/from San Diego and Metrolink's Orange County and 91 Line trains, to head directly in and out without having to reverse direction or make the near 180-degree turn at Mission Tower.
