Most of the road that you're referring to (4230) no longer exists. If I recall correctly, that little road that splits off and appears to go under the tracks and connect with the old county road just below Rox is gated with non-railroad locks. UP's access road is now the only way to see the railroad between Rox and Carp. Be mindful of the desert tortoise in this area too.
