Don't know all the answers to your questions but I believe the area around the Oakland station was originally a nice safe black middle class neighborhood occupied by pullman porters, dinning car waiters, cooks who made a decent enough wage to buy homes. There are a lot of nice Victorian style homes still left in the area but many were demolished. It was close to work (walking distance) at a time when cars were not affordable and also there was probably segregation due to restrictive deed covenants that kept blacks out of other parts of the city.
The loss of railroad and blue collar jobs in the area and desire to move to the suburbs after World War two hurt the neighborhood. The building of the double deck Nimitz freeway divided the community
Because it is close to SF there was a brief revival of the area as more affluent people bought old homes cheap and fixed them up on the 1990s and early 2000s
