Conversion to EBMUD use occurred not to long after the abandonment of the trains in 1958. The SP's 6 track wide bridge was rebuilt in the mid 1980s, if memory serves correctly.

This was on a separate bridge which also carried the street just east of the SP's tracks, and I don't recall whether this was ever rebuilt.
It was WWII which accelerated the decline of the neighborhoods. The OP who brought up the subject asked "what", not "how". WWII caused a lot of demographic changes throughout the US and societal attitudes in general, not just in West Oakland and Emeryville. "How" is a complex subject, and if others wish to supply the gory details of it, it's OK with me. Saves me a lot of typing.
