Canyon roadswitcher?

Caught a short train leaving Oroville (CA) westbound a couple days ago 2232/8451+7 Sierra Pacific loads.

Apparently same run coming down Feather River Canyon today. A couple sets of empty spine cars and 10 centerbeams of Sierra Pacific lumber behind 4539/583(?) flare SD70M-2/2228.

Is this a roadswitcher out of Stockton(?) that turns at Quincy Jct or Portola. If it is primarily for Quincy interchange and local work, where the spines bad orders being moved?

There were some empties at the BNSF reload at Crescent Mills for Sierra Pacific, so they are using both railroads.
