For clarity, if the leading end of the locomotive is not equipped with ditch lights, the speed must not exceed 20 MPH when approaching and passing over public crossings (GCOR 5.9.5). Also, there's some concern for liability if someone is struck at a location other than a crossing, in case the plaintif retains a lawyer who's well-versed in railroad operation (a "My client might've seen the train coming if the locomotive was equipped with ditch lights" kind of thing).
