This sounds like a good idea on the surface. The rails are already in place, just need to be upgrades to proper standards. If this could be done, using DMUs (like the old Budd RDCs), a connection could be made with the ACE trains and maybe relieve some traffic on I-5 (or at least keep the traffic from getting too bad).
