Rather than go to Crows landing The Port of Stockton and the MET have land and track already in place and could handle the short haul traffic. With a lot less investment and time this could be up and running in short order. But both UPRR and BNSF do not want to do short haul and some one other than the rails roads will have to foo the bill to get a short haul train up and running.

There is a San Joaquin COG study on short haul and a Caltrans good movement task force who has looked at the numbers and they do not make good economic sense at this time. Not unless there is some sort of goverment investment in track and equipment and in start up train operations.
