SMART does most assuredly not go where the bulk of the traffic is - which is south of Larkspur.
The NCRA-NWP thus far has only business from the grain elevators in Petaluma. The city fathers here are planning to surround these facilities with housing blocks. The next time Dairymen's Feed catches on fire the yuppies will be demanding it be shut down. Just a matter of time. NWP freight is a deadend - we need light rail to supplant it. And hold the doodlebugs, which are no more "green" than a GGT MCI coach.
BART is an octopus with tentacles everywhere in the Bay Area. Try to contrary BART's manifest destiny and you too will soon learn that many have tried and many have died.
As to the CHSRA I have been searching for a decent analogy. I thought perhaps of a driverless Bradley tank careening thru the countryside or a non-guided ICBM in flight. But I think a better example of how these government schemes play out is a war, either of the holy type like Prohibition or the shooting type, like the Vietnam War or the Iraq war. They all run out their course in about 10+ yeara time and historians label them as gigantic policy errors. They can't be stopped; they can't be changed; they take on a life of their which eventually peters out like all other lives.
