This was part of the Rail Safety Act of 2008 (coming a month after Chatsworth). This will require specific training so that employees to understand which of their duties are covered by federal regulations; e.g. air brake tests, track inspections, signal equipment inspections, operational testing, etc. One of the challenges to developing this regulation is the resulting possible confusion of an employee dealing with the fact that railroad rules reqularly exceed federal requirements.
After the public comment period closes in April, FRA will make necessary revisions and then issue a final rule - probably late this year or early next year.
