I would not hold my breath. I would guess they are still years from getting the grant and reopening the line, if it is approved.
Look how long it has taken Coos Bay to buy the line, then find the money to rebuild it. Coos Bay still hasn't actually began the major rebuild project.
The big difference is that the customers on the Siskiyou line still have rail service, just not in the direction or at the price they want. They have to make a succesful argument for economic development impact and rail corridor preservation that ranks them ahead of everyone else applying for grants. This might be hard to do when there are other applicants asking for money with a greater proven demand.
Tunnel 13 and the Yreka Western have been like a cat with nine lives - not sure how many lives, if any, they now have left. If someone really thought that there was a justifiable demand for service, they would have filed a feeder line application to force a sale. The fact that the Siskiyou line is in two different states is a political cmplication. It is interesting that UP has promised money - maybe to appease some of their customers involved?
