A Blue Print Agreement is a written agreement between the railroad and the union that describes the process to follow under specific situations and scenarios. Basically, whenever such-and-such happens, it's the written document who's instructions are supposed to be followed, similar to a construction blue print. If the railroad fails to follow the instructions in the blue print, and employee can file a monetary claim to be processed by the union in accordance with the Railway Labor Act. Most railroads are notorious for intentionally violating Blue Print Agreements, as they know from experience that not all employees will follow through in pursuing their claims.
