That's an excellent point, especially on the UP with all the different Local Agreements from the merged-in railroads. With crew handling being centerally done in Omaha by people who often have no historical connection to the territory they're calling crews for, it's no surprize that errors - unintentional or intentional - happen. That's why UP would love to be able to get rid of Blue Print Agreements.
