I knew GE Oakland resold several of the 70 tons. SP seemed to order new or retrofit signal lights on switchers assigned to either the Bay Area or Los Angeles basin/PE. I'm not sure Oakland would have been 5117's last assignment just because it was at GE.
SP's 70 tons did not really last long. They had the largest single fleet of anyone in North America, but many were sold/retired before a typical 15 year trust was up - thouh the first one 5100 was the last one to leave the roster, and still exists in care of Shortline Sammie. I think there were two reasons for the early retirements - the light rail lines they worked had been abandoned or upgraded, and the Cooper-Bessemer engines were not the most reliable. I know SP swapped at least one engine, and another got a later (replacement or salvage) engine. The shop crews at Eugene should have been familiar with them, and the shop crews in California should have had some idea once the U-Boats started arriving though the parts were different.
