Maybe when someone you rely on flakes out without any warning, you are justifiably concerned -enough to hold up any more money until your concerns are adequately answered.
All those tunnels didn't just suddenly become unsafe overnight! But neither those depending the the line nor ODOT were warned in a timely manner so that they could be part of a solution - and obviously, C.O.R.P. didn't provide a solution either. So why wasn't the needed maintenance done when it was first needed - on an ongoing basis.
Or is it just easier to take the state's subsidies, and run while the plant still runs, deferring the maintenance. Then when it catches up to you and the going gets tough, you just quit going - without notice or consent of the governed. Cool!
