I found the ARR web site that states railroads partly decided to avoid the use of 7.5 kHz. Evidently the plan and specifications have not been changed.
I also checked the ULS and saw some cancellations of narrowband frequencies, but not Los Angeles County Metropolitan Transportation Authority. They are testing Expo Line using 155.775/160.935 and 160.635/160.425, but those are normally used for testing and maintenance.
